This is a combined synopsis/solicitation for services prepared in accordance with the format in FAR subpart 12.6 Streamlined Procedures for evaluation and solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ) number: 001103. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The associated North American Industrial Classification System (NAICS) Code for this procurement is 334516. The Food and Drug Administration (FDA) has a requirement for a Photon Technology International Spectrofluorometer System as follows: 1) QuantaMaster Model QM-4/2003 cuvette-based L-format scanning spectrofluorometer. Includes New Model A-1010B lamp housing with integrated igniter, 75-watt xenon lamp and power supply, computer-controlled “QuadraScopic” monochromator, Model MP-1 QuadraCentric sample compartment with 10mm cuvette holder and motorized stirrer, one quartz cuvette, excitation correction unit, excitatio and emission optics, mechanical emission shutter and filter holders, computer-controlled emission monochromator, Model 814 switchable photon counting/analog photomultiplier detection unit with 1527 PMT, Model MD-5020 motor driver, TCP/IP computer interface electronics, computer workstation with monitor and mouse, and FeliX32 software with user’s manual. 2) substitution of R928 PMT for standard 1527 PMT; double monoschromator for standard excitation monochromator. 3) entrance side flipping mirror option including slit assembly; 4) exit side flipping mirror option, including additional slit assembly; 5) fiber mounting block, adapts 0.625 lens tube to PTI accessory mount (Slits); 6) termination adapter, SMA Terminated Fibers to 060-7032; 7) substitution of computer controlled slit for standard micrometer controlled slit. Quotes must include warranty statement, Section 508 of the Rehabilitation Act of 1978, 1998 Amendment statement, delivery charges, date and installation charge. All responsible sources that can provide and meet the above requirement will submit written quotations by the due date referenced above. Simplified Acquisition Procedures will be used for this requirement. Evaluation/Award will be based on the acceptable quote that offers the best value to the government. The following provision and clauses apply to this acquisition: 52.212-1, Instructions to Offerors- Commercial Items; and 52.213-3 Offeror Representations and certifications – Commercial Items. The following clauses also apply 52.212-4, Contract Terms and Conditions- Commercial Items. All offerors must submit the following: 1) quotation; 2) most recent published price list. Submission must be received by 3:00pm local time on July 28, 2003. All sources must submit along with their written quotes a nine-digit numeric Duns number that is assigned by Dun & Bradstreet.
