The Government intends to solicit and negotiate on a sole source basis with Open Seas Instrumentation Inc., 124 W. Petpeswick Road, Musquodoboit Harbour,NS Canada B0J 2L0 to provide 8 each SUBS Model A2 Streamlined Instrument Mount 33Kg buoyancy, 200m rating; 8 each SUBS model B3 Streamlined Buoyancy System 52 Kg buoyancy, 200m rating; 10 sets Hi-Speed tail assembly for SUBS A2 and B3 buoy systems. Option for purchase of up to 8 additional SUBS Model A2 mount at the offered price or better. Option to purchase up to 8 additional SUBS B3 systems at the offered price or better. Units to be delivered F.O.B. Destination to the U.S. Department of Commerce, NOAA, NOS Field Operations Division, 808 Principal Court, Chesapeake, Virginia 23320-3639. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. Delivery of units to be 45 days after receipt of order. Period of performance of the entire order is February 1, 2006, or date of award, whichever is later, through January 31, 2007. Authority: 41 USC 253(c)(1). The FSC for this is 6695 and the NAICS Code is 334511, small business size standard is 750 employees. The government intends to award a firm-fixed price purchase order for this requirement. Open Seas Instrumentation Inc. is the only known source capable of providing the required units. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 PM January 10, 2006 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required items. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
