The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order toTOMTEC Inc, 1000 Sherman Ave, Hamden, CT 06514. The authority for this sole source procurement is FAR Part 6.302-1 & FAR Part 13.106-1. A 12 month purchase order will be issued for a Formatter - complete automated sample transfer from capped cryo-vials to 96 well plate utilizing a single 450ul tip. Integrated instrument uses work list to select bar-coded vial, uncaps screw top, pipettes from vial, automatic volume measurement check, dispenses to assigned location in 96 well plate, recaps vial, changes pipette tip and restarts process with instructions from work list - (LIMS) - (Domestic Version 105-115VAC - 60 Hz). Works with externally threaded cryo vials in the 2mL to 5mL range. Approx. instrument dimensions: 37"W x 251/2"D x 311/2"H. Racks included: CAT#741-044 4x11 "Q" rack and CAT#741-112 8x14 "S" rack both which accommodate 2mL tubes. TOMTEC is the only company that supply the Formatter, which opens ctyovials and puts the contents into a 96 well format and re-caps the remaining sample. Justification for other than full and open competition is due to the continued need to match existing instruments manufactured only by TOMTEC. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide this equipment are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days of the publication date of this synopsis. Documentation received by the deadline will be considered by CDC. If no responses are received by the above date, a sole source contract will be awarded to TOMTEC Inc. Determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government.
