The FDA plans to award a purchase order on a sole source basis to PerkinElmer LAS, 710 Bridgeport Ave, Shelton, CT 06484 for a Tri-Carb Counter and related installation services. Once installed, the Tri-Carb Counter will be used in ongoing research. PerkinElmer’s products and services have the following characteristics, which are necessary for our research, and unavailable elsewhere: 1. They are the sole manufacturer and software license holder for the liquid scintillation equipment currently being used to conduct quantitative and qualitative research involving isotopes. 2. The research in question cannot be carried out without the software and equipment. CFSAN’s NRC Broad Scope Type B license requires that liquid scintillation counters be able to perform historical individual performance assessments and detect alpha, beta, and gamma radioactivity at various energy ranges. An award will be made in five (5) days from the date of this notice. No request for quotes (RFQ)is available. Nonwithstanding, any firm that believes that it is capable for providing the product stated herein may submit descriptive literature, which fully demonstrate their capabilities, which will be considered by the agency. This sole source procurement is being awarded as a simplified acquisition in accordance with FAR Subpart 13.5.
