A sole source procurement is contemplated with Safe Training Systems (STS); Holly House; Maidenhead Road; Wokingham, Berkshire, England RG405RR for the following requirements: (1) to perform a methodology development study using the Two Color Surfac e Monitoring Fluorimeter (2C-SMF); (2) to conduct the design and development of the 2C-SMF system; and (3) to produce and delivery the 2C-SMF system. Pursuant to 10 U.S.C. 2304 (c)(1), and Federal Acquisition Regulation 6.302-1, supplies, services, and/or equipment required are available from one responsible source and no other type of supplies, services, and/or equipment will satisfy agency requirements. This action requires sole source authority due to the fact that this contract is a follow-on effort t o achieve requirements that are important to the overall real-time detector effort and are specific to what STS has completed over the past five (5) years. The work required involves the iterative critical and final design process that is important in the completion of the development of the system. A one (1) year period of performance is anticipated for this requirement. THIS IS NOT A REQUEST FOR COMPETITI VE QUOTES; however, all responsible sources may submit a quotation which shall be considered by the a gency. Supporting evidence must be furnished to demonstrate the ability to comply with the Government's requirements. Response to this synopsis announcement are due 25 APR 2007. If no responses are received, the Government will proceed with sole source negotiation with STS.
