The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Quantum Electrical Metrology Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Soitec USA, Inc, of Peabody, Massachusetts, for the purchase of UNIBOND SOI Wafers used in fabrication of Si-based single-electron tunneling (SET) devices, as part of the SET project.
Sole Source determination is based on the following: The Silicon-on-insulator (SOI) wafers are required based on NIST?s need to make high-quality Si-based SET devices. In particular, one crucial requirement of these devices is that they have no charge offset drift; the source of this drift in other devices is defects in the device material. Therefore, NIST requires the starting material to have an acceptably low level of dislocations. The UNIBOND process is the only one that satisfies this need for low defect density. As a result, Soitec USA, is uniquely qualified to provide the required UNIBOND SOI Wafers. Soitec USA is the sole manufacturer and distributor of these wafers

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 11, 2007, 3:30 p.m. EST.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
