The USDA, Animal and Plant Health Inspection Service (APHIS), National Veterinary Science Lab (NVSL), Ames, Iowa , intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Rees Scientific Corporation in Trenton, NJ for the purchase and installation of Three (3) P-Centron tower unit with Centron SQL upgrade. This upgrade includes C.P Node Box, 10 user license, 3 remote and output panels. Complete commissioning to include IQ/OQ of system. Sole source determination is based on the fact that Rees Scientific Corporation is the sole proprietor for the Centron Environmental Monitoring System. Rees Scientific Corporation is the only supplier that is authorized to quote, sell, and service the Centron systems. The Rees Scientific Centron Monitoring System is an upgrade of the current Rees Series II-PC monitoring system in use at the National Veterinary Service Laboratory located in Ames Iowa. No other supplier can insure 100% compatibility and interchangeability with the existing Centron components that will be integrated with the Centron Point Monitoring System. ***Delivery shall be FOB Destination, Ames Iowa and is required within 60 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees.***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by April 08, 2008. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
