SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE FES Center The Department of Veterans Affairs Cleveland Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 334510 with a small business size standard of 1,250. The VA intends to solicit and negotiate with Delsys, Inc., 23 Strathmore Rd., Natick, MA 01760, for an FES Center. The FES Center would use this equipment to set up a laboratory that will provide decision support to Veterans and clinicians involved in neurorehabilitation services. This laboratory will specifically focus on treatment for Veterans with stroke, TBI, Parkinson s disease, and amputation all of which affect Veterans in large numbers and are emphasis areas of the VA RR&D and areas of growth in FES Center research. This laboratory will make objective measurements of physiology and movement deficits that will be used to develop biomarkers related to treatment performance and to optimize treatment parameters to enhance outcomes. The materials requested in this supplement are critical to these efforts, as they provide the tools to measure movement kinematics and patterns of muscle activation (Delsys and Biometrics Systems)).
