This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of potential qualified sources and their size classification (service-disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to North American Industry Classification Code (NAICS) 325413: In-Vitro Diagnostic Substances Manufacturing (size standard of 1,250 employees). Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice is not considered to the solicitation announcement. The government will not pay nor reimburse any costs of preparing this response.
The Department of Veteran Affairs, Network Contracting Office (NCO) 8, VA Orlando Healthcare System (VAOHS) has the need for a BASE plus 4 Option Years Contract for Cost Per Reportable Results contract that includes the NEW track system and analyzers, reagents, controls, calibrators, consumables, preventive maintenance, emergency repairs and extended service. The analyzers will be located at the following VA stations: Orlando VA Hospital, Daytona VA Outpatient Clinic, and Viera VA Outpatient Clinic.
The intent is to find qualified businesses relative to the NAICS 325413. You must be an authorized manufacturer or distributor of the products for the items of your submittal. You will be required to provide proof of designation or official letter from the manufacturer.
The performance period for this contract will be BASE plus four one year options:
Base year (April 1, 2021 - March 31, 2022)
Option Year 1 (April 1, 2022 - March 31, 2023)
Option Year 2 (April 1, 2023 - March 31, 2024)
Option Year 3 (April 1, 2024 - March 31, 2025)
Option Year 4 (April 1, 2025 - March 31, 2026)

INTENT: It is the intent of the Orlando VA Healthcare System, Pathology and Laboratory Medicine Service at 13800 Veterans Way, Orlando FL 32827, to establish a Cost Per Reportable Results (CPRR) agreement for the listed items below:
Automated integrated track system with backup server
Chemistry and immunochemistry analyzers
Centrifuges
Tube Decapper
Tube Desealer/Resealer
Input/output module
Automated/refrigerated tube storage and retrieval unit
Inventory Manager
eCAP Connect
EP Evaluator
A deionized water system which includes all replacement parts, labor and backup system for redundancy for all sites, if required to operate the equipment.
CPRR to include, reagents, Bio-Rad controls, unity real time, calibrators, and any third-party linearity materials, reagents, controls and calibrators (i.e. Oxycodone). Bio-Rad controls should be set up for the life of the lot number for each item with shipments occurring quarterly, or as needed.
CPRR to include instruments, all automation components, UPS, hardware, software, and middleware including any software upgrades, complete system installation and integration.
CPRR to include service and maintenance for all equipment, automation, and water systems during hours of operation for each laboratory sites.
Operators training for personnel for the term of the agreement.
