The Department of Veterans Affairs, James J Peters VA Medical Center, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, for the Jess System. Jess carries out automated regular SDS PAGE and western blot using tissue lysate from several thousand cells, thus giving the average protein expression data. Western blotting is a technique that uses antibodies against specific substances to measure the amounts of those substances in research samples after separating substances by size by a process known as electrophoresis. The Jess Simple Western blotting system provides two advantages over currently available western blotting systems. The first is rapid analysis in about 3 hours as compared to 3 days with conventional systems. The second is sensitivity, which is increased about 20-fold. This is the only machine that has capillary electrophoresis and gel immunodetection of up to 24 samples in under 3 hours and has high sensitivity requiring less thank 2 micrograms of sample per run. This is a notice of intent is not a request for competitive quotes; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Tuesday, April 20th, 12:00, EST.
