NOTICE OF INTENT TO SOLE SOURCE
The Department of Veterans Affairs, Network Contracting Office 5, intends to enter a sole source procurement for a Genexpert IV R2 Module Configuration D for the (688) Washington DC VA Medical Center, 50 Irving Street N.W., Washington, DC 20422-0001. FAR13.5 Simplified Procedures for Certain Commercial Items: The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2). The associated North American Industry Classification System (NAICS) Code is (334516) and the Business Size Standard is (1000) employees. It is the Government s belief that the hospital Operates 24 hours day and 7 days week. The instrument to be purchased includes and is limited to the Genexpert IV R2 Module, black and white printer for the Genexpert and Smartcycl, and a Pro APC power-saving back-up 1500/120V. The Genexpert software is patented solely to Cepheid and the Genexpert Instruments. Cepheid shall furnish all supplies and services as described herein to the Washington DC VAMC, acquired during the contract period (30 Days ARO). Estimated cost is $55,085.00. The estimated award date is on or before (03/31/2021).
This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
Interested persons may identify their interests and capability to respond to this requirement no later than 15:00hrs Eastern Time 03/16/2021. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in enough detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.

The Government anticipates the award of a firm-fixed- price contract, with a delivery date of 30 days ARO. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.

Cepheid will provide the specified instrument along with necessary accessories and installation at the Washington DC Veterans Affairs Medical Center, 50 Irving Street N.W., Washington, DC 20422-0001. This instrument is needed to support testing for COVID-19.

The contractor will provide the requested items included but not limited to: Genexpert instrument, printer and back-up power system.
