USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Vision Research, 100 Dey Road, Wayne, NJ, 07470-4633 for two new high speed video cameras and accessories.

Vision Research is the only vendor that makes a camera with the specifications that will meet ERDCs requirement. Also, the particular file format (.cine) that all previous video documentation and workflow is based on was designed by Vision Research and is proprietary. ERDC has used Vision Research, Phantom high speed cameras since 2001 for explosive testing. This equipment meets the need for ERDC's researchers in conducting these dynamic events and collecting necessary data for evaluation of test results. In order to meet data collection standards established by the use of these cameras, it is essential that Vision Research, Phantom cameras be purchased.

The Government intends to procure from only one source under the authority of FAR 13.106-1(b) using simplified acquisition procedures. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 3:00 PM CST, Monday, 31 March 2014.
