The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee) is pursuing partnerships with U.S. commercial manufacturers of dispensing systems used for diluting chemical concentrate to provide accurately measured ready to use water based cleaners which meet the following criteria: 1) Possession of a nationally known brand name that can be demonstrated to have significant appeal through evidence of substantial sales. 2) Must offer a full offering of cleaning concentrates to be used with dispensing system. 3) The vendor must be willing to set a high priority in delivering the materials to nonprofit agency in order to assure that the agency will be able to make on-time deliveries to the customer. 4) All products must have been thoroughly lab tested and customer tested, be effective according to their purpose, have current MSD sheets; contain no ingredients considered unacceptably harsh or hazardous in their diluted (formula) state. 5) Willingness to enter into a multi-year agreement, which includes technical assistance, to have a nonprofit agency that meets the criteria of the Javits-Wagner-O'Day Program to assemble and/or package the products in question thereby creating employment for people who are blind or severely disabled. 6) Commitment to working independently with the JWOD team to market the products to Government customers under the JWOD Program. 7) Willingness to work with the nonprofit agency, NIB or NISH and the Committee to ensure that the products' price to end-users is a fair and reasonable price. 8) Manufacturers' submissions must demonstrate that the specific products meet the various criteria, as well as indicate what functions the nonprofit agency's employees would perform.
