The proposed contract action will result in a Firm-Fixed Price Three (3) Year Indefinite Delivery Indefinite Quantity (IDIQ) contract for M45 Protective Mask Faceblanks, sizes extra-small, small, medium, large, Part Numbers: 5-1-2811, 5-1-2812, 5-1-2813, 5-1-2814. The Government intends competing only two sources under the authority of FAR 6.302-1. This solicitation is restricted to Rubbercraft Corporation of California, LTD, 15627 S. Broadway ST, Gardena, CA 90248 and West American Rubber Company (WARCO), 1413 West Braden Court, Orange, CA 92868 as well as their authorized suppliers and distributors. All responsible sources may submit a proposal which shall be considered by this agency. This requirement is for a guaranteed minimum quantity of 3,200 each Small Faceblanks, 7,000 each Medium Faceblanks, 2,800 each Large Faceblanks, and size Extra-Small Faceblanks with a guaranteed minimum quantity of 0 (zero). The maximum contract quantity is a total of 40,000 with an estimated contract value of $2,400,000.00. The Faceblank is a component of the M45 Protective Mask. The M45 Faceblank molds for these parts are provided as Government furnished equipment. The faceblank is a silicone rubber based subcomponent of the mask facepiece assembly and has rubber thickness of .250, all around dimension shall be .100, with inner and outer flange to be .055 min. thickness. The rubber material is to Government specification EA-DTL-1879 with amendment two. First article and production lot testing are required. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided.
