Defense Supply Center Richmond intends to negotiate with responsible concerns for the establishment of a Requirements-Type Contract for the support of Fuel System Icing Inhibitor (NSN 6850-01-089-5514)in accordance with MIL-DTL-85470B. Full and open competition. This is not a QPL item. Lot testing is required by the specification. Estimated annual quantity is 6,600 drums delivered to Defense Depot Richmond, Virginia 23297, FOB Destination with origin inspection and acceptance. Delivery required 30 days after receipt of order. Delivery orders will be issued during the term of the contract; delivery order minimum is one (1) drum and delivery order maximum is 400 drums. Duration of contract is anticipated to be five years with a base period of one year and four, one-year options. See Numbered note 1; 100% small business set-aside applies. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation.
