The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to conduct a limited sources competition for the award of one firm-fixed price contract for the purchase of urethanes for the use in research and development. NSWCCD intends to solicit only two sources, Chemtura, Inc., Middlebury, CT and Goodrich Corporation, Charlotte, NC, under the authority of FAR 6.302-1. These urethanes can only be procured from specific qualified vendors who have passed strict certification testing. Chemtura and Goodrich are the only two (2) vendors currently qualified to manufacture certified urethanes. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Interested parties may forward capabilities statements to the point of contact no later than 17 August 2012.
