The U.S. Army, Fort Bliss, Texas, intends to award a sole-source purchase order with VinylWorks, Inc. for Military Working Dogs Obstacle Course Training Equipment. This equipment is the only known equipment that meets performance requirements to satisfy mission need of the Directorate of Emergency Services, Fort Bliss. Obedience Course is required by AR 190-12 to maintain canine agility and certifications. The equipment manufactured by Vinyl Works, Inc. is the only known 100% vinyl equipment that meets the Government's requirements. List of equipment is attached.

This is sole source procurement under the FAR 13.106-1(b)(1). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization). The Agency intends to enter into a firm-fixed price contract with Vinyl Works, Inc. The basis for restricting competition is that Vinyl Works, Inc Murray, Utah, manufactures the equipment. NAICS code for the procurement is 326199 and the small business size standard is 500 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer by 4:00 p.m. Mountain Standard Time on 1 May 2013.
