The Naval Air Warfare Systems Command (NAVAIR) Training Systems Division (TSD) intends to issue a sole source Firm-Fixed-Price (FFP) type contract to L-3 Communications, Link Simulation and Training, Arlington, TX for continued operation and maintenance support services for a period of 12 months from 01 October 2004 through 30 September 05, with 2 six-month options for the E-6B TACAMO Contractor Flight Crew Training Systems (CFCTS). The E-6 CFCTS contract provides a complete range of field support for more than five training devices including: contractor operation and maintenance services (COMS); contractor instruction (CI) in the classroom, at the simulators, and in-flight; instructional systems development (ISD); and planned trainer modifications (both major and minor). The extension performance period is necessary to complete the Multiple Display System (MDS) cockpit modification and Automated Data Processing and Weight Savings (ADWS) modification on Operational Flight Trainer (OFT) #2, followed by technical data and curriculum development in support of the E-6B Contractor Flight Crew Training Systems (CFCTS) contract. The MDS modification requires adapting the present Navy E-6 Operational Flight Trainers from its analog cockpit instrument and display configuration to a 737-700 glass cockpit/avionics system that meets all Communication Navigation Surveillance (CNS) Air Traffic Management (ATM) and Global Air Traffic Management (GATM). L-3 Communications was contracted to design and develop the MDS/ADWS modification for the E-6B OFT’s. L-3 is currently under contract to provide the MDS/ADWS modification to OFT#1. L-3 Communications is the only contractor that currently has the design and technical data knowledge to accomplish the MDS/ADWS for E-6B Operational Flight Trainers. Procurement of another design/development data would not be cost effective for the government. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
