OVERVIEW: The Veteran's Health Administration (VHA) Resuscitation Education Initiative (REdI) Program requires Face-to-Face instruction of HeartCode Advanced Cardiovascular Life Support (ACLS) certification systems and HeartCode Basic Life Support (BLS) certification systems that lead to American Heart Association (AHA) Certifications, AHA 2010 Guidelines. Demonstrations will be provided to 350 VHA staff on the afternoon of 21 Mar 2012, location yet to be determined.

BACKGROUND: PEO STRI Project Manager for Combined Arms Tactical Trainers (PM CATT), Assistant Product Manager for Medical Simulations (APM MedSim), in support of the VHA REdI Program, has a requirement to demonstrate the procedures for use of the HeartCode BLS and HeartCode ACLS certification systems to their VHA American Heart Association ACLS and BLS Instructors. The Contractor must demonstrate the procedures, material and equipment that lead to AHA Certifications, in accordance with (IAW) AHA 2010 Guidelines. The purpose of this Sources Sought Notice (SSN) is to conduct market research to identify companies who possess the necessary capabilities and resources to support the requirements stated herein and to identify any commercial items that are available to meet the Government's need.

HEARTCODE ACLS and HEARTCODE BLS SYSTEM REQUIREMENTS: The Government is conducting Market Research on HeartCode ACLS Certification Systems and Heartcode BLS Training Systems that have the following capabilities:

1. HeartCode ACLS Systems must include:
a. HeartCode ACLS Part 1 - upon successful completion of the online portion, including the written exam, students receive a Part 1 certificate of completion.
b. Part 2 - a skills practice on an AHA Certified ACLS Manikin system.
c. Part 3 - a test using an AHA Voice-Assisted Manikin (VAM) system.

2. HeartCode BLS Systems must include:
a. HeartCode BLS Part 1 - upon successful completion of the online portion, including the written exam, students receive a Part 1 certificate of completion.
b. Part 2 - a skills practice on an AHA Certified BLS Manikin system.
c. Part 3 - a test using an AHA Voice-Assisted Manikin (VAM) system.

3. Eight (8) HeartCode System Instructors, each qualified to instruct on the procedures to be used in the HeartCode ACLS System and the HeartCode BLS System.

4. Eight (8) Voice-Assisted Manikins (VAMs), certified by the AHA for HeartCode ACLS testing, the results of which lead to an ACLS certification.

5. Eight (8) Voice-Assisted Manikins (VAMs), certified by the AHA for HeartCode BLS testing, the results of which lead to a HeartCode BLS certification.

ACQUISITION APPROACH: In accordance with Federal Acquisition Regulation, Part 10, Market Research, the Government is conducting market research to determine acquisition strategies for the VHA Medical Simulation Equipment Acquisition Program. Contract type(s) has/have not been determined.

Capability statements should not exceed Three (3) pages, including the cover sheet, if used, and should identify and address the capabilities in the HeartCode BLS and HeartCode ACLS System section of this Sources Sought Document to which they are responding. This is not a request for proposal. No additional information is available at this time. This announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited.
