The United States Army Research, Development and Engineering Command, Acquisition Center (RDECOM-AC) intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract in the amount of $13,000,000.00 on the basis of other than full and open competition to Zebra Imaging, Inc. for three-dimensional (3-D) holographic images and associated services to support in Theater Tactical Battlefield Visualization (TBV) requirements for the United States Army Deputy Chief of Staff for Intelligence, G2. Th e anticipated period of performance will be twenty-four (24)months.
The RDECOM-AC determined full and open competition is not possible for the following reasons:
" The holographic images must be created from LIDAR (Light Detection and Rangi ng) imagery and intelligence data directly from a computer and scalable to any size.
" Holographic images must illuminate with only a single point light source to include natural sunlight, portable flashlights, or LEDs (Light Emitting Diodes).
" 3-D holograms will be used in theater operations requiring portable (not needing any power or ancillary viewing equipment) and compact (small enough to fit in a military issued rucksack) specifications.
" Much of the intelligence and imagery data to support theater operations is classified so vendors must have an accredited, classified lab space for hologram development and adequate security clearances for personnel.
" Associated services include collecting imagery data from theater, printing and preparing the holograms, and shipping to the final theater destination.
