PROGRAM DESCRIPTION:

The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager Close Combined Arms Tactical Trainers, Assistant Project Manager for Medical Simulation has a requirement to procure 272 wearable Trauma Bleeding Simulation Systems (TBSS), New Equipment Training (NET); and a warranty period of one year. Based on the Government's requirement, the TBSS will replicate traumatic injuries and the profuse bleeding that they produce when encountered in a combat environment. The system must pair with human actors as the vocal reaction to the injury significantly enhances the training realism and is vital to the Army's training objectives. Finally, the system must also be able to be remotely controlled and be able to demonstrate arterial bleeding.

ACQUISITION APPROACH:

The Government intends to award a sole-source Firm Fixed-Price contract to Skedco, 10505 SW Manhasset Drive, Tualatin, OR 97062. This contract will be issued no later than 15 August 2011 on a sole source basis in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

SUPPLY:

Based upon current market research, Skedco is the only company that makes a wearable, bleeding simulation system capable of meeting all of the Government's requirements. Skedco's Field Expedient Bleeding Simulation System HydraSim (FEBSS ) recreates active bleeding on human actors while doubling as a common hydration pack. The HydraSim can be worn on the outside of the uniform while the simulated drink tube is routed underneath the uniform. The entire system is self contained and allows for independent wireless control of two venous and two arterial bleeds. It is also designed to be used in conjunction with virtually any type of training mannequin (e.g., Rescue Randy or Crash Kelly). The FEBSS allows human trauma victims to incorporate training of different stressors that Soldiers are exposed to on the battlefield.

NOTICE:

This notice is being provided to verify that no other sources can meet this requirement. Contractors desiring to be considered for this opportunity are requested to respond by the closing date above to the contract specialist listed below. Provide capabilities statements of your experience with manufacturing wearable TBSS that meets the following criteria: 1) replicate traumatic injuries, such as arterial bleeding and the profuse bleeding encountered in a combat environment; 2) able to pair with human actors; and 3) must also be able to be remotely controlled. Capability statements shall not exceed three (3) pages.
