The Government intends to establish a sole source under the authority of 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1: Only One Responsible Source. Justification: Supplies (or Services) required are available from only one responsible source(s) and no other type of supplies or services will satisfy agency requirements; a six year period of performance Indefinite Delivery, Indefinite Quantity (ID/IQ) type of contract will be used for this acquisition. During the period of performance, there will be two ordering periods of three years duration each. This effort will utilize a Firm-Fixed-Price (FFP) pricing arrangement with EFW Inc., Fort Worth, Texas, CAGE Code 0WEC9. EFW Inc. is the ONLY source that maintains the engineering and technical data necessary to successfully engineer, manufacture, and repair these items; therefore it is the Government’s intention to solicit only EFW Inc., the Original Equipment Manufacturer of these items. EFW maintains proprietary rights to ALL technical and engineering data and drawings for these items. This contract will be managed by Ogden Air Logistics Center (OO-ALC/lLGKE), Hill Air Force Base, Utah.The Air Force plans to issue a new contract to procure the Common Data Entry Electronics Unit (CDEEU) Line Replaceable Unit (LRU) from EFW Inc., in sufficient quantities to replace all Enhanced Memory Data Entry Electronics Unit (XDEEU) LRU and associated spares in support of the F-16 Program. The following features will be incorporated into the contract: Technical Requirements Document (TRD). The CDEEU is a LRU of the Communication navigation Interface (CNI) system. The CDEEU consists of a filter box, back cover, bottom cover, top cover, 5 Printed Wiring Assemblies (PWA), mother board assembly, rigid flex assembly, chassis assembly, Input/Output (I/O) and all aircraft interface connections. The CDEEU replacement is taking place on the Pre-Block 40 F-16 aircraft that will include a 10 year warranty from the date of installation. This notice of intent is NOT a request for competitive proposals. Interested sources that possess the capabilities of obtaining the required technical, engineering, and manufacturing data from EFW Inc., and possess the capabilities to manufacturing these items can submit information regarding their capabilities. This information must include (1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e., salient physical, functional, and serviceability characteristics), and/or (2) data that the offered parts have been satisfactorily manufactured for the Government, or EFW Inc. THIS INFORMAITON MUST BE RECEIVED WITHIN THIRTY DAYS FORM THE DATE THIS NOTICE IS PUBLISHED.
