This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote s are being requested and a written solicitation will not be issued . This combined synopsis/solicitation, W52H09-05-T-0004, is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02, effective March 23, 2005. The Government will award a Firm Fixed Price contract resulting from this solicitation to the responsible low offeror whose offer conforming to the solicitation will be most advanta geous to the Government. Prices are to be FOB DESTINATION to Bldg 299, Rock Island Arsenal, Rock Island, Illinois 61299-5000. The following provisions apply to this acquisition: 52.212-1,52.212-3, 52.212-4,52.212-5,52.246-4500, 252.246-7000, 52.247.-34; 52.0000-4173; A copy of these clauses can be requested from the Contract Specialist listed below. Your attention is directed to FAR 52.212-1, Instruction to Offerors - Commercial Items (Jan 2005) paragraph (b)(4) which states: A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; The Government will verify that the offer comp lies with the requirements of this procurement and the award will be based on low price. NOTE: This requirement is for a Computer Editing System consisting of the following: Functionality Statement: 1. This system must have the ability to edit DVD, all MPG formats, AVI, Etc formats. The system must have the ability to edit any digital format. 2. This system must be able to produce output in any digital format (DVD, AVI, MPG, WMA, Etc) in addition to tape, if needed. This would be extremely useful when it comes to creating files for IPTV. This proposed system must be able to output in any of t hese formats immediately after final editing. 3. This system must allow for real-time 3D effects and modern/current transitions. The new system must work in real-time and have numerous effects/transitions. 4. This system must have the ability to build DVD presentations. This system must allow the creation of DVD projects that include interactive menus, etc, similar to renting a DVD and being able to select different places or scenes to go to. 5. All hardware and software must be compatible and meet the specifications established by each manufacturer in order to function correctly. 6. Buildup and testing of items must be completed before delivery to the customer. OFFER/QUOTE MUST DETAIL SPECIFICS OF STANDARD COMMERCIAL WARRANTY. The proposed contract action is for supplies for which the Government intends to solicit as 100% Small Business Set Aside. An offeror must quote on all items in this solicitation to be eligible for award.
