This is Western Area Power Administration’s notice of intent to negotiate a sole source contract under the authority of FAR 6.302-1, 41 USC 253(c)(1), with GE Energy Management Systems, Inc., the only known responsible source of this proprietary software for the upgrade. The award is to supply the following: Data Acquisition (DAC) upgrade to 256 channels for the existing SCADA System base software. This action is not a request for quote/proposals. However, all interested parties may identify their interest and capabilities to satisfy the government's requirement and may submit a written proposal containing sufficient technical data to demonstrate the capabilities of offered products by emailing Frances Gutierrez at [email protected] or by fax at 970 461-7377 no later than four days after this notice. Any information received will be considered for the purpose of a competitive procurement. If no responses are received within 5 days of this notice, Western will pursue a sole source contract award with GE Energy Management Systems, Inc.
