Synopsis/Solicitation for Computer Desktops and Accessories
Synopsis:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP) referencing solicitation number W912L6-14-T-0003. This acquisition is set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) utilizing NAICS code 334111 (Electronic Computer Manufacturing) with the small business size standard being 1,000 employees. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings.

1. Requirement.

a. The Oklahoma National Guard has a requirement to procure Desktop Computers, Extended Protection Plans and Dual Link DVI Adapters to be delivered to the Oklahoma National Guard located at 3505 Military Circle, Oklahoma City, Oklahoma 73111. Details on the requirement are to follow.

b. Request for Quote (RFQ) for brand name items only per the attached Brand Name J&A. Offeror is to include all freight costs if applicable and to specify the delivery schedule on quote to include lead times and also specify the duration that the quoted pricing is valid for.

c. Evaluation - Award will be made on an all or none basis using lowest price technically acceptable (LPTA) evaluation criteria for the item conforming to the minimum requirements and technical specifications of the item(s) listed herein. Offers that exceed funds availability or do not meet minimum item requirements and specifications of the items listed will not be considered for award. The offeror must be registered in SAM to be eligible for award.

d. Set Aside - Any award resulting from this solicitation will be made using a cascading set-aside order of precedence as follows:

1.1 In accordance with FAR Subpart 19.1405, Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside Procedures, any award under this solicitation will be made on a competitive basis first to a SDVOSB concern in accordance with FAR 19.1405.
1.2 If there are no acceptable offers from SDVOSB concerns, the SDVOSB set-aside shall be withdrawn and the requirement, if still valid, set-aside for small business concerns, as appropriate.
1.3 If there is inadequate competition for award to a small business concern, award will be made on the basis of full and open competition considering all offers submitted by responsible business concerns.

The prime contractor must complete at least 51% of the work performed to be eligible for award.
