The C-E LCMC Acquisition Center-Washington, on behalf of the Software Engineering Center-Information Technology and Engineering Directorate (Sec-ITED), plans to negotiate a sole source contract with Fortify software for the purchase of one (1) each F ortify SCA Enterprise License and maintenance for a one year period It has been determined that Fortify software is the 'Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements'. The statutory authority for other tha n full and open competition is 10 USC 2304 (c) (1); Only One Responsible Source and no Other Supplies or Services will satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provi de the required software may submit a quote that will be considered by the agency. Responses should be no longer than five pages. Responses are to be received via email within 10 calendar days of the date of this notice. Award will be made IAW Simplified Acquisition Procedures. All offerors must be registered with the Central Contractor Registration in accordance with FAR 52.204-7 and DFARS 252.204-7004.The resultant contract will be fixed price. All requests for further information must be in writing and via e-mail; telephone requests for additional information will not be honored.
