The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract utilizing simplified acquisition procedures and statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation (FAR) 6.302-1. Award will be made to i2, Inc, McLean, VA for Consulting Services for the i2 Analyst?s Workstation, Textchart Software implementation and Customized Training. i2, Inc. is the original designer, developer, and 100% owner of the proprietary of the training and software suite, and the Government does not maintain legal rights for this training that would authorize use by another contractor. This requirement will result in a Firm-Fixed price contract. The North American Industry Classification System (NAICS) is 511210 and the size standard of $18.0 Million applies. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government?s discretion.
