The General Services Administration intends to issue a contract to Microsoft under the authority of FAR 6.302-1 through solicitation number 6TSA-02-JMT-0199. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is to issue an Intent to Award sole source to Microsoft due to the software data rights held by Microsoft and their own proprietary rights that will be used for this project. This procurement is for the Department of the Army, HQ USAREUR ODCSOPS, Heidelberg, Germany.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. All proposals received by 4:00 p.m., CDT, 8/27/2002 will be considered by the government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
