The Joint Program Executive Office (JPEO) Joint Tactical Radio System (JTRS) Network Enterprise Domain (NED) intends to issue a sole source contract, under the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1, to Assurance Technology Corporation (ATC), 84 South Street, Carlisle, MA 01741. The contract award is anticipated to be in late calendar year 2007. The contract length is for no more than 5 years (1 base year and 4 one-year options). The contract scope includes the maintenance, upgrades, and enhancements to the JTRS Single Channel Ground and Airborne Radio System (SINCGARS) waveform. ATC developed the JTRS SINCGARS waveform under contract DAAB15-02-C-0037. As a result of this experience, ATC is currently the only vendor capable of providing the follow-on support – to seamlessly maintain, upgrade, and enhance the software. It is the only vendor with the necessary expertise and experience to provide the required services without unacceptable delays and duplicative costs to the Government. The JTRS SINCGARS waveform is a critical capability for the JTRS program. Without seamless continuous support, the schedules of other JTRS domains will likely be significantly affected. The Government intends to issue a request for proposal to ATC without further notice.
