The new solicitation number is N00039-08-R-0039. The final solicitation will be issued on or about 28 August 2008 andcontract award is estimated for late November or early December 2008. Theprospective contract will have one (1) two-year base ordering period and three(3) one-year option ordering periods. It is anticipated the three attached draft Statements of Work (SOW) will beincluded in the RFP. These drafts include the draft SOW for the basic contract,the draft SOW for the first anticipated delivery order (SoftINC), and a draftSOW for a sample delivery order (API Fixes). In order toreceive a copy of the source code and applicable documents after RFP release,offerors and their sub-contractors must be authorized to have access to theJTRS SINCGARS artifacts through the IR. 05 May 2008: The Space and Naval Warfare Systems Command (SPAWARSYSCOM), onbehalf of the Joint Program Executive Office (JPEO) for Joint Tactical RadioSystem (JTRS) Network Enterprise Domain (NED), intends to release RequestFor Proposals (RFP) number N00039-08-R-0028 for the procurement ofsoftware in-service support for the JTRS SINCGARS waveform. This requirementwill provide technical support, porting support, software maintenance,upgrades,and enhancements to the completed JTRS SINCGARS v1.4 waveform softwareand subsequent baseline versions. This procurement, originally synopsized 03 October 2007 on the FederalBusiness Opportunities (FedBizOpps) website under solicitation number N00039-08-R-0001, was suspended indefinitely via the synopsis modification dated 05May 2008 to enable further assessment of requirements and acquisitionstrategy. The current synopsis reflects these updates. The Government anticipates a competitive award of a single IndefiniteDelivery/Indefinite Quantity (IDIQ) contract. Individual delivery/task orderswillbe awarded on a Cost Plus Fixed Fee (CPFF) basis for technical and portingsupport and on a Cost Plus Incentive Fee (CPIF) basis for maintenance,upgrades, and enhancements. The basic contract will establish minimum andmaximum ordering amounts. The prospective contract will have one (1) one-year base ordering period and four (4) one-year option ordering periods.
