This is not a solicitation, but a Notice of Contract Action. The United States Air Force, Air Force Materiel Command, Electronic Systems Center, Network Centric Operations/Integration System Wing, Global Information Grid Systems Group, Contracting Division (GIGSG/PK) intends to issue the Call For Improvements (CFI) to Rockwell Collins, Cedar Rapids, IA and L-3 Communications Corporation Camden, NJ for the Downselect for the KG-3X Cryptographic Modernization Program. The KG-3X Cryptographic Modernization Program is a family of end cryptographic units (ECUs) or module development that are being modernized under U.S. Department of Defense (DoD) Cryptographic Modernization initiative (CMI). The focus of the CMI is to ensure the availability of logistically supportable cryptographic devices that implement robust cryptographic algorithms in a cost-effective manner throughout their life cycle. The authority for this action is 10 U.S.C. 2304 ( c) (1), 10 U.S.C. 2304(d)(1)(B)(i) and 10 U.S.C. 2304(d)(1)(B)(ii), as implemented by FAR 6.302-1 only one responsible source an no other supplies or services will satisfy agency requirements. KG-3X components are deemed available only from a limited number of original sources in follow-on contracts for the continued development and production of the KG-3X Modernization. This notice of intent is not a request for competitive proposals. If a firm believes they are capable of fully satisfying the Government's requirements, they may identify their interest and capability within 15 calendar days of this publication to GIGSG/PK, Attn: Ms. Christine M. The Government will review all responses, without prejudice, whether or not the Government initially determines that another firm is fully qualified to fulfill the KG-3X Program requirements.
