NASA/GRC has a requirement for a license of PSIM Professional 9.1 software, withMotor/Digital/SimCoupler/Renewable Energy/Thermal/and SmartCtrl software, 1-user networkwith three (3) years of the annual maintenance, as well as an upgrade to 2-user networkwith three (3) years of the annual maintenance.NASA/GRC intends to purchase the items from Powersim Inc., 800 W. Cummings Park, Ste.2950, Woburn, MA 01801-7221. This vendor owns the source code and the software isproprietary to them. Powersim Inc. is the sole distributor of the PSIM software in NorthAmerica.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.The Sole Source is under the authority of FAR reference 13.106-1(b)1.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 16, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.
