Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source purchase order for Mathematical Programming Language (MPL) software and a one year Maintenance License to Maximal Software, Inc., 2111 Wilson Blvd., Suite 700, Arlington, VA 22201. The North American Industry Classification System (NAICS) code for this procurement is 511210. This acquisition is to acquire additional copies of Maximal???s MPL for Windows with CPLEX Windows DLL Solver with Barrier Option (MPL/CPLEX) software with associated technical and version upgrade support. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (a)(2)(ii). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because the introduction of alternate software would require complete re-training of developers, maintainers, and users which would not be a sound technical, security, or fiscal decision.
