PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. The U.S. Army Corps of Engineers (USACE) Mobile District has a requirement to purchase Rockwell Automation Allen Bradley 1756 ControlLogix Series Programmable Logic Controller (PLC) equipment. The Government intends to solicit and negotiate with only one source, Rockwell Automation, under GSA schedule 70, contract GS-35F-0931N, under authority of FAR 6.302. This equipment is to be used as a test\development system for testing system modifications prior to implementation on the live production systems. In order to perform this function the equipment must be identical to that currently being used in the District's hydropower plants. Wide variations exist in the way manufacturers implement PLC functions and the processes required for operation and maintenance; equipment from multiple manufacturers cannot be used together. Use of multiple PLC manufacturers' equipment throughout the District would not be feasible due to these variations and would necessitate field engineering manpower in excess of what is available within Mobile District, increase the amount of equipment required, and limit the flexibility of sharing equipment between plants. Allen Bradley ControlLogix equipment has already been supplied under previous work efforts at several plants within South Atlantic Division. For this reason Mobile District Hydropower has standardized on a single manufacturer and product line, Allen Bradley 1756 ControlLogix Series. Allen Bradley equipment is distributed by Rockwell Automation on GSA schedules under contract number GS-35F-0931N. This is the only GSA source available for this equipment. It is anticipated that a fixed Price contract will be awarded. The (NAICS) code is 335314 and 750 employees.
