This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Walter Reed Army Institute of Research (WRAIR) to procure LaserGene Software without competition as prescribed in FAR 6.302-1. Specifically, the Government will procure this system manufactured by DNASTAR.

WRAIR is seeking to purchase DNAStar LaserGene Suites 12 software for genetic and proteomic analysis of bacterial isolates. DNAStar, Inc. has developed a unique and powerful analysis software that can be utilized to edit/analyze next-generation sequencing data, protein sequences, cloning projects and primer design, and phylogenetic differences between strains.

DNAStar LaserGene software version 10 is currently in use for all in silico genetic work. All bacterial genetic work has been completed with this software. The upgraded version of this software includes abilities to analyze next-generation sequencing, a new methodology that did not exist when version 10 was released. The upgraded version is necessary to start including this analysis in our work, while still having the continuity of LaserGene for the traditional work we continue to do. Failure to obtain this upgrade will prevent us from continuing work on several projects that require the upgraded software capabilities. Failure to obtain LaserGene specifically will result in the inability to compare new analyses to older data. It will also result in significant additional costs of personnel time if we are required to learn how to use all the functionalities of a different software program.

The North American Industry Classification System (NAICS) for this requirement is 511210 and FSC 7030.

This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
