The United States Department of Energy, National Nuclear SecurityAdministration (NNSA), Office of Business Services is contemplatingnegotiatinga sole source contract with General Dynamics C4 Systems, Inc., Needham,Massachusetts, under the authority of 10 U.S.C. 2304(c)(1), and pursuant toFAR6.302-1(a)(4)(c). The Office of Business Services anticipates that thiseffortwill be available only from the original source. This is predicated onsubstantial duplication of cost to the Government, which is not expected toberecovered through competition. General Dynamics C4 Systems, Inc., is theexclusive manufacturer and has proprietary ownership for the TACLANE-GigEEncryptors (KG-175A). For this reason, General Dynamics C4 Systems, Inc.,isthe only manufacturer/vendor that can provide the specific TACLANE Systemrequired by NNSA Service Center's Information Technology Department(SC-ITD).The applicable NAICS code for the proposed acquisition is 334419.Interestedparties may provide evidence of their capability to accomodate thisrequirementand must respond by May 27th, 2009, 4:00 P.M.
