The U.S. Army, Fort Carson, Colorado intends to negotiate a sole source purchase order with Nuance for a Powerscribe V5.0 Upgrade under the Simplified Acquisition Procedures, and Other Than Full and Open Competition (FAR 6.320-1) and (FAR 13.501). This is for an upgrade to an existing system and market research has revealed, at this time, no other manufacturer or distributor exists for this software. Current warranties are involved with this acquisition.


THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer by 13 September 2010. Supporting evidence must be furnished in SUFFICIENT detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation.
