The Defense Contract Audit Agency (DCAA) through the Defense Logistics Agencyâs DSS Acquisition Staff Directorate located at Fort Belvoir, VA has a requirement to replace its existing servers agency-wide throughout the United States and Europe. THIS REQUIREMENT WILL BE FULFILLED USING A GSA FSS CONTRACT. These servers will upgrade/replace current system hardware that is no longer under warranty and has become technically obsolete. The requirement involves the purchase of one-hundred fifteen (115) file/print servers; thirty-seven (37) rack mounted 1 U servers to replace domain controllers, web servers, DNS, SMTP MRTG, RPM and the APPS COOP servers; and two (2) rack mounted 6U or 7U servers to replace the current Cisco Works HQ back-up serve and the Memphis back-up servers. In order to meet this potential requirement and defray costs, DCAA wishes to âtrade-inâ (for credit to be applied toward the purchase of the new servers) some of its existing servers that have become technically obsolete. The following will apply to the trade in of these older servers:
(a) All trade-in equipment will need to be packaged and picked up at a number of locations throughout the United States and Germany.
(b) The attached Excel file provides the necessary information for the trade-in equipment including: configuration, location, point of contact.
(c) DCAA personnel will sanitize all hard drives prior to trade-in. A completed âCertification of Hard Drive Dispositionâ form will accompany each server.
(d) DCAA personnel will complete a âCertification of Computer Configuration/ Equipment for Exchangeâ form for each server traded in. This form will indicate the exact specification of each server; it will all certify that the server is in good working order.
(e) All costs associated with the trade-in of these servers (i.e., shipping/ handling fees, processing fees, etc) will be deducted from the âtrade-in creditâ received. The Government would not award a separate contract to cover these costs.

EVALUATION CRITERIA
The Government believes that each evaluation factor is critical to meeting the requirements of this procurement and to the effective accomplishment of the required tasks. Accordingly, failure to fully meet any one factor could disqualify a proposal. All proposals received shall be evaluated on the following factors:
1. Price of new equipment.
2. System performance of new equipment, including but not limited to the following (must at least meet minimum configuration requirements specified above): type and speed of internal central processing unit (CPU), amount of cache on CPU, graphics resolution (performance specifications of the graphics card), chipset of the motherboard, speed and amount of RAM, capacity of hard drive, speed and capabilities of the disk sub-system and capacity, and capability and performance of the RAID Controller).
3. Interoperability (impact to current DCAA IT architecture).
4. On-site warranty (ability of warranty to meet DCAAâs needs).
5. Ease of installation and server configuration (evaluation of the utilities provided to assist in the initial installation or re-installation of the operating system and to assist in configuring server components (RAID controller, NIC card, fiber HBAs, etc). Maintainability will be evaluated to determine the ease with which components can be inserted and removed from the system during upgrade, repair or configuration activities.
6. Shipping/Delivery Services. (Descriptive summary of shipping strategy to meet nation-wide distribution requirements, on a time-definite delivery basis, including the ability to provide in-transit visibility and proof of delivery).
7. Past Performance (service, support and hardware reliability).
8. Trade-in credit value that will be given for old equipment.
9. Trade-in plan/process (ease of use).
