NOTICE OF CONTRACT ACTION. The 42d Contracting Squadron, Maxwell AFB AL, intends to purchase Questionmark Perception’s Oracle 10,000 Package – hosted at Customer Site using Oracle as back-end database with perpetual licenses. This software package provides a testing analysis capability for on-line courses to ensure the evaluation process and metrics for on-line courses is equivalent to the process used in the resident course environment. Questionmark Corporation is the sole provider of Perception software as well as any and all add-ons related to Perception. This purchase includes the following in CLIN 0001 – Oracle 10,000 Package – hosted at the Customer site, Questionmark Perception using Oracle as back-end database with perpetual licensing including one Windows© based authoring license, three browser based authoring licenses, one server license, 10,000 participant accounts, 50 administrative accounts, and one set of user manuals; CLIN 0002 - ten additional Windows© based authors; CLIN 0003 - the Perception secure browser; CLIN 0004 - the Monitors package; and CLIN 0005 – software support plan to include free upgrades (both major and minor) and free phone/email technical support for one year. A portion of the specifications of the software that Questionmark Corporation will provide to the Air Force Institute for Advanced Distributed Learning are as follows: question banking organized by learning objective; adaptive branching based on how questions are answered; testing capability with at least twenty different questions types; reporting tool that allows for item analysis for psychometric evaluation and question statistics for question analysis; a secure browser which locks down the computer disabling the print function, the “print screen” command, saving the html, and internet browsing; a monitors function that enables dual log-in for “high-stakes” testing authentication purposes. The Communications Squadron has approved Questionmark Perception for government use and must approve any and all information technology purchases. The government proposes to award a firm-fixed-price purchase order to Questionmark Corporation, 5 Hillandale Avenue, Stamford, CT 06902-2843. The solicitation number is FU330032050100. No request for proposals will be issued. This sole source procurement is made under the authority of FAR 6.302-1. If there are other companies that can provide the software described above, a response to this notice must be received no later than 12:00 Noon on 17 September 2003. Central Contractor Registration is required prior to award. If no responses are received by the specified time and date, a purchase order will be issued to Questionmark Corporation.
