NASA/KSC has a sole source requirement for:--P/N 126-10-01-00 RTI Persistence Service Project License(Qty 1)--P/N 126-30-01-00 RTI Persistence Service Maintenance and Support (Qty 1)--P/N 126-10-03-00 RTI Persistence Service Run-Time License (Qty 2)--P/N 200-10-01-00 RTI Developer Platform Permanent Node-Locked License (Qty 2), and--P/N 200-30-01-00 RTI Developer Platform Maintenance and Support (Qty 2).NASA/KSC intends to purchase the items from Real-Time Innovations (RTI). TheConstellation Launch Control System (LCS) development effort is still in the marketresearch phase, which includes evaluating the RTI Data Distribution Service (DDS) productin parallel with another product on the market. In order to continue the vendorevaluation through the next delivery phase, the above RTI tools (RTI Persistence Servicesand RTI Developer Platform) must be integrated into the LCS environment with the RTI DDSproduct. RTI and the other DDS product that the LCS team is currently evaluating are theonly two candidates that are available to meet the LCS requirement.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to [email protected] not later than 4:30 p.m. local time onApril 7, 2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
