Western Area Power Administration, Sierra-Nevada Region (SNR) intendsto negotiate, on a sole source basis a firm fixed price contract (FAR Part 12) with Areva T&D, 10865 Willows Rd NE, Redmond, WA 98052-2502; under the authority of 41 U.S.C. 253(c)(1) . Contractor shall provide customized module to existing Areva software to insure the following: -Tools to be used for maintenance of SCADA Topology program to assist in identification inconsistencies between the Network model and the SCADA model and create scripts that will assist in resolving inconsistencies. -Instruction on operation of Areva SCADATOP application and its various capabilities (live/dead status and alarming). -Assist in testing and troubleshooting of Westerns implementation effort. -Provide a plan for creating the dynamic line validation environment and provide assistance in configuration of the environment utilizing the Dispatcher Training Simulator (DTS) as a method to validate the functionality of the dynamic lines. Areva T&D is the architect of the eterraHabitat and eterraPlatform (which includes the eterraGeneration, eterraNetwork, eterraSimulation software products) and is the only vendor that has the depth of knowledge and working understanding of said software to provide support. This software is mission critical to Western maintaining and expanding the sub-control area. There are currently no other vendors other than Areva T&D that can provide the support for the Areva SCATOP application at a level that is acceptable to Western.
