This is a combined synopsis/solicitation for desktop scanners prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and in the format in Subpart 12.60, and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Reference number is: 07-00398BY and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-15 dated February 13, 2007. The North American Industrial Classification System (NAICS) code is 443120, and the small business size standard is $8 million. This procurement is restricted to small business, allowing only small businesses to submit quotations unless the small business community is unable to provide the entire requirement. The Office of Personnel Management (OPM) is soliciting quotations to obtain desktop scanners meeting the following minimum specifications: The units must; a. Have at least 300 dots per inch scanning capability; b. Scan at least 25 pages per minute; c. Have an Automatic Document Feeder that can hold at least 50 pages; d. Include Twain/ISIS Drivers; e. Contain a USB 2.0 interface; f. Be able to scan to Tagged Image File Format (TIFF); g. Fit on a normal size desk. Contractors responding to this combined synopsis/ solicitation shall quote on all or none; no quotations addressing partial product offers will be considered. Contractors shall quote on four (4) scanner models;1 model each, from 4 different manufacturers. OPM will procure and evaluate each of the four models. After evaluation of all four models procured, OPM will select up to two (2) models of the four from the initial procurement. OPM shall have the option to procure at least 30 each of one approved model or 30 each of the two approved models. A minimum grand total of 34 scanners, but no more than 64 scanners may be procured under this requirement. Additionally, OPM will procure 30 USB cables under this requirement and the option to procure warranty extensions for the procured scanners. The quotation from the contractor who offers the product that meets the minimum specifications; best fits OPM?s application; and quotes the lowest price for the maximum number of scanners will be awarded a purchase order for the initial procurement and the option(s). Quotations must be received by the Office of Personnel Management no later than March 9, 2007.
