The Social Security Administration (SSA) intends to negotiate solely with Galorath, Inc., 100 N Sepulveda Blvd Suite 1801, El Segundo, CA 90245, under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1 (b) (1) as the contracting officer has determined that the circumstances of the contract deem only one source reasonably available. SEER-SEM software tool measures and analyzes the resources, staffing schedules and costs of software projects. The SEER-SEM software licenses remain proprietary in nature to Galorath, Inc. who retains exclusive rights to the source code necessary to provide fixes, maintenance support, corrections and updates to the existing software; no other source can maintain the software or provide the relevant software upgrades. The Government anticipates the award of a firm-fixed purchase order for the maintenance and software license upgrades. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, expertise and other pertinent data. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation and the Government does not intend to pay for information received. If SSA does not indentify other acceptable sources capable of providing the software maintenance and relevant upgrades, SSA shall issue a sole source award under FAR Part 13 Simplified Acquisition Procedures for the period of performance of 08/12/2007 through 08/11/2008.
