FedBizOpps SmartBUY NoticeDiscounts and Tiered Pricing
Pursuant to Section 5112 of the Clinger Cohen Act of 1996, the Office of Management and Budget (OMB) initiated a federal government-wide software enterprise licensing program called SmartBUY. The SmartBUY program will consolidate the purchasing power of the federal government to obtain optimal pricing and preferred terms and conditions. The effort was kicked off on June 5, 2003, with the release of the OMB SmartBUY letter to all agencies, designating the General Services Administration (GSA) as the executive agent to lead this initiative.
GSA intends to make successive improvements in the SmartBUY program, and is starting a tiered pricing and innovative packaging approach using existing GSA Information Technology (IT) Schedule contracts. Future improvements will be announced in advance as appropriate.
SmartBUY has a five-phased acquisition strategy, beginning with changing federal buying practices and ultimately making enterprise-wide decisions on software titles that satisfy a defined architectural standard. Phase I has been the use of GSA schedules as they are currently structured. Phase II allows for restructuring of Federal Supply Service (FSS) Schedule contracts to enable agency buyers to receive the benefit of deeper discounts based on previous cumulative government-wide purchases following the competitive procedures of GSAâs Multiple Award Schedule Program (MAS). Phase III consolidates agency requirements that have resulted from competitions and provides upfront funding to achieve greater cost avoidance to the government. Successively, Phase IV aggregates known requirements, forecasts refurbishment of requirements and provides upfront funding. Phase V competes requirements for government-wide solutions to satisfy a defined architectural standard.
The purpose of this notice is to announce GSAâs intention to implement Phase II by establishing tiered pricing and quantity discounts with current interested Schedule 70 software contractors. GSA will publish specific SmartBUY deals in FedBizOpps prior to negotiations to ensure there is visibility in the procurement process. This notice is not a request for competitive proposals.
