The General Services Administration (GSA) in coordination with the Office of Management and Budget (OMB) is in the process of developing a federal government-wide software enterprise licensing program called SmartBUY. The purpose of this program is to consolidate the purchasing power of the federal government and focus these volume requirements to obtain optimal pricing and preferred terms and conditions for widely used commercial software. This effort will seek to use market forces and existing vendor business models, combined with the GSA Schedules program, to establish enterprise software agreements that will be mandatory for federal government software purchasing where SmartBUY agreements exist. The effort will seek to establish agreements for widely used and/or high dollar volume software titles. Participating vendors must have a GSA Schedule contract or use a reseller with a GSA Schedule contract.
The General Services Administration, Federal Supply Service is requesting comments on this plan for federal government-wide software enterprise licensing. Future communications will request vendor proposals, so this request is for comments on the concept of federal government enterprise software agreements.
