The Department of Veterans Affairs, Northern California Healthcare System, intends to award a noncompetitive task order to Johnson Controls under their Federal Supply Schedule contract GS-07F-190CA for upgrade of Metasys ADX software at the San Francisco VA Medical Center to include:
o Upgrade software version 7.X without SQL Server Part# 25 User (MS-ADXSWO-6)
o Installation of software components and rebuilding of the ADX Server
o Reconstruct critical alarms and trend studies as directed
o Upgrade & archiving of existing GGT graphics
o Database diagnostics as needed to implement upgrade
o Coordination meetings prior to the commencement of project leading into deployment of database
o Upgrade & repair of the Export Utility Tool currently used for trending studies & data collection
o NAE instance identification management and correction as needed
o Complete commissioning and project report following upgrade.
This announcement is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can only be satisfied for services available from one source. This notice of intent is not a request for competitive proposals. Other persons who have a GSA Federal Supply Schedule contract for these services may identify their interest and capability to respond to this requirement by April 15, 2016 by 2:00 PM PST by sending an e-mail to
[email protected] with the subject line 'Metasys Upgrade' - please have your firm information, point of contact, phone and e-mail address provided, along with proof that your firm is authorized to support Metasys and your GSA FSS contract number. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. All interest received on or before this date will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation documents are available at this time and telephone requests will not be honored. This procurement will be made under NAICS code 541519, size standard $27.5 million.
