The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Ciara Technology for a complete computer system to include a multi-processor computer workstation, GPU computing capabilities, cluster operating system, installation and training, for the Office of Research & Development (ORD), the Ecological Effects Branch Modeling Team and other teams at the Western Ecology Division (WED) located in Corvallis, OR.
A Portable High Performance Multi-Processor Computer is needed for developing a suite of models and decision support tools to help communities assess tradeoffs in ecosystem services (provisioning of food, fiber, clean water and air, etc.) resulting from alternative land management decisions. This research requires high performance computing resources that can (1) efficiently extrapolate hydrological and ecological models across very large regional landscapes, and (2) provide a portable platform for bringing our integrated modeling and decision support framework directly to a wider array of clients and stakeholder groups than would be possible through a remote link to a supercomputer facility.
