The Naval Undersea Warfare Center Division Newport intends to award a Firm Fixed Price Contract on a Sole Source basis to Wind River Systems, 70 Walnut St., Wellesley, MA 02481 for Virtuoso Software Toolset. The toolset includes a multi-processor real time operating system, "C" language compiler and debugger which are high performance signal processing tools required to develop advanced signal processing software algorithms. The Government plans to issue a request for written quote to Wind River Systems using FAR Part 12 and FAR Part 13. The anticipated award date is 8 February 2002. This action is being processed on a Sole Source basis due to the fact that Wind River Systems is the exclusive distributor and developer of the required Virtuoso toolset which must be compatible with the current system that is in use and was designed to utilized this software. The highly complex and critical requirements of the signal processor must be implemented in new design utilizing the most optimum method. The design could not be implemented using any other real-time operating system.Any Company that believes it has the capability to meet the Government's minimum requirements is invited to submit a quote for Government evaluation.
