The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with International Business Machines Corporation of Pittsburgh, PA to provide a Platform as a Service (PaaS) cloud based test and development environment that can support multiple computing languages to include DB2 Application Services, WEBSphere, and JAVA. The Navy intends to solicit for a Firm Fixed Price type order. This procurement is a sole source acquisition with the International Business Machines Corporation under the authority of FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 518210. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement no later than 27 May 2016. A determination by the Government not to compete with this proposed order based upon responses to this notice is solely within the discretion of the Government.
