The NIH Library intends to procure on a sole source basis from BioMed Central Ltd. Middlesex House, 34-42 Cleveland Street, London, W1T 4LB, UK.The mission of the NIH Library is to provide rapid, barrier free access to biomedical and behavioral research information to the NIH Scientific Community. Electronic access to BioMed Central titles supports this mission by providing NIH staff with academic research articles on the World Wide Web. BioMed Central is the sole owner of web online access version to NIH. The period of performance and subscriptions will be one year. The price is 28,094.00. Current Science Group developed BioMed Central as an online service and has exclusive rights to it. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of FAR Part 6. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System code 511120 with a size standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product/service. All capability statements received within (10) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
